Overview

The NAV CANADA Joint Council (NCJC) has initiated its cyclical review of the Allowances Programs. This review provides an opportunity for members to propose updates, amendments, or improvements to existing provisions.

Input is being sought on the following NCJC Allowances Programs:

• Travel Program

• Relocation Program

• Isolated Posts Program

• Living Accommodation Charges Program

• Commuting Assistance Program

• Bilingualism Bonus Program

• The MOU regarding Definition of Spouse

Timeline

Input deadline for all parties: May 1, 2026

Review process begins: June 1, 2026

Submissions may be received immediately following this announcement (March 19, 2026).

Who Can Submit

Only NAV CANADA members of IBEW 2228 are eligible to submit proposals for NCJC Allowances Programs.

How to Submit

Submissions must be completed through the Bargaining Proposal Management (BPM) system.

• Go to https://www.ibew-fioe2228.ca/

• Log in to the secure member portal

• From the main page, access the link to the Bargaining Proposal Management (BPM) system

When submitting:

• Select ‘NCJC Directive’ as the proposal type

• Clearly identify the specific NCJC program your proposal addresses

• Provide a clear rationale and any supporting information

Additional Information

This cyclical review is an important opportunity to ensure that NCJC allowances programs remain current, equitable, and reflective of operational realities.

Member input is essential in shaping union proposals brought forward through the Joint Council process.
